However, this has also led to the failure of the construction of the standard system for energy storage batteries to keep pace with the development of the market. Many standards and evaluation systems are still copied from the power battery industry, and no independent system has been established.

The standard of energy storage battery faces many tests

Although there is still no strict distinction between energy storage battery and power battery, with the improvement of the standard of energy storage battery, there will be a day of "separation" between them. In fact, the understanding that energy storage batteries should have their own independent standards and systems has become the consensus of the industry. The different application scenarios determine the different requirements for battery performance. Power batteries pay more attention to high energy density and high magnification, while energy storage batteries pay more attention to long life, low cost and high safety.

"It is not only difficult to achieve the performance standard, but also has potential safety hazards if the power battery is used as the energy storage battery completely." The director of the Energy Storage Battery Testing and Evaluation Technology Research Office of the Energy Storage and New Electrical Technology Research Institute of China Electric Power Research Institute Co., Ltd. also said in an interview with the China Electric Power News. With the vigorous development of energy storage industry in China, the performance evaluation standards and systems for energy storage batteries need to be improved step by step.

Last year, China has issued more than ten national standards for energy storage industry, covering energy storage batteries, energy storage converters, grid connection of energy storage systems and other energy storage equipment. At present, the national standards at the equipment level have been basically improved. What is lacking is the standards for system safety protection, fire protection, dispatching and operation control, life-cycle management evaluation, etc. Some problems are worldwide technical problems, and it will take years of technical accumulation to improve them.

Guan Yibiao said frankly that according to the performance testing and evaluation practice of energy storage batteries carried out by the Chinese Academy of Electric Power Sciences, if the performance parameters of energy storage batteries are marked according to the application standards of power batteries, it may not even meet the most basic national standards for energy storage batteries. Therefore, there is a contradiction in energy storage projects. If the national standards for energy storage batteries are strictly followed for evaluation, the performance parameters marked for power batteries will be significantly reduced in energy storage applications, which means that the operating parameters of power batteries should be lowered to meet the requirements, which will lead to an increase in the cost of energy storage batteries. There is still some dispute over who should pay for the increased costs.

Codes and standards will become the bottom line

On January 30, China Southern Power Grid Corporation (SGCC) took the lead in issuing the draft of the Guidance of the Power Grid Corporation on Promoting the Development of Electrochemical Energy Storage, which is the first time that a power grid enterprise has issued a document on promoting the development of the electrochemical energy storage industry from the headquarters level. Only half a month later, on February 18, the State Grid Corporation of China also released the Guiding Opinions on Promoting the Healthy and Orderly Development of Electrochemical Energy Storage.

Two years ago, in October 2017, the National Development and Reform Commission, the National Energy Administration and other four departments jointly issued the Guiding Opinions on Promoting the Development of Energy Storage Technology and Industry, marking that the Chinese government has formed a certain consensus on promoting the development of energy storage technology and industry, which plays an important role in promoting the development of China's energy storage industry. In the same year, the installed capacity of new electrochemical energy storage projects in China reached 121 MW, an increase of 16% compared with 2016, mainly consumer side energy storage projects.

In 2018, China's grid side energy storage began to generate power. The installed capacity of new grid side energy storage in the whole year exceeded 350 MW, and the installed capacity of electrochemical energy storage in the whole year exceeded 600 MW. In this context, at the beginning of this year, two major power grid companies successively issued policy documents on promoting the development of energy storage industry.

Guan Yibiao told the reporter of China Electric Power News: "National ministries and two major power grid central enterprises have successively issued documents to promote the development of energy storage, releasing two layers of signals. First, the occurrence from the government to energy central enterprises represents the importance and value recognition of energy storage at the national level; second, it indicates that China's energy storage industry will step into a standardized and standardized development path."

In general, the accidental electric vehicle spontaneous combustion accident may have limited impact on the entire new energy vehicle industry, but once a certain energy storage power station catches fire, especially the grid side energy storage power station catches fire, it may seriously affect the development process of the entire industry. Therefore, standardization is an important guarantee for the healthy and sustainable development of energy storage industry. Strengthen the quality control of energy storage equipment to make it meet the requirements of relevant standards, and set the access threshold for the safe and reliable operation of the energy storage system; Closed loop management from type test, product certification, arrival inspection, grid connection inspection, operation maintenance and other links of energy storage equipment can minimize the probability of safety and quality risks of battery energy storage system.

It is understood that there are still some problems in the construction of energy storage projects in China, such as fuzziness of performance indicators, simplification of planning and design, formalization of fire-fighting facilities, which should be paid attention to and emphatically solved by all parties in the industry in the later stage.
