The development of new energy vehicles, especially electric vehicles, has become a national strategy. Since the promotion in 2009, China's electric vehicles have developed for more than 8 years. With the strong support of the country, new energy vehicles have witnessed explosive growth in recent years.

According to the statistics of China Association of Automobile Manufacturers, in 2017, the national production of new energy vehicles was 794000, with a year-on-year growth of 53.6%, maintaining a high growth momentum. If the service life of power battery is 5-8 years as given by industry experts, the large-scale retirement period of power battery is coming.

Policies guide the marketization of battery recycling

In fact, in order to regulate the battery recycling market and promote the recycling of waste power batteries on the right track, the state has successively formulated policies and guidance on the recycling and dismantling of power batteries in recent years.

According to statistics, since the Ministry of Industry and Information Technology issued the Interim Measures for the Administration of Industrial Standard Announcement on the Comprehensive Utilization of Waste and Used Power Batteries for New Energy Vehicles in February 2016, emphasizing the promotion of the comprehensive utilization level of waste and used power batteries, six management policies have been issued successively.

In July 2018, the Ministry of Industry and Information Technology issued the Notice on Doing a Good Job in the Pilot Work of Recycling and Utilization of Power Batteries for New Energy Vehicles, and released the list of the first batch of pilot areas and enterprises for recycling power batteries. It is clear that support will be provided in policies, funds, cooperation channels and other aspects. All kinds of policies from the central to local governments will comprehensively promote the development of standardized recycling of power batteries. This also shows that China's power battery recycling is gradually entering the practical stage.

Clear division of labor in each link

According to the management regulations of the power battery recycling policy, automobile manufacturers should assume the main responsibility for battery recycling. Each battery has a unique code. From the time the battery leaves the factory to the time when it is used in the vehicle, to the time when it is scrapped and recycled, the vehicle enterprise should fully track the battery usage and report to the management platform in a timely manner. In this process, each link has a clear division of labor.

Automobile manufacturers shall collect and upload the traceability information of battery production, vehicle production, vehicle sales, maintenance and replacement, battery recycling, battery retirement and other links to the traceability management platform, and also submit and publish the information of recycling service outlets.

Battery recycling and dismantling enterprises shall report vehicle scrapping information and upload battery handover information.

The battery echelon utilization enterprise shall apply for the manufacturer code, file according to the echelon utilization battery coding rules, code the echelon utilization battery products, upload the echelon utilization product production and warehouse out information, and report the battery scrap information.

Battery recycling enterprises should upload battery receiving information and battery recycling information.

Enterprises are stepping up their layout

With the joint promotion of the policy plus and the pilot program, at present, many enterprises are involved in the power battery recycling: in addition to the establishment of professional power battery recycling companies by Shenzhen Greenmei, Ganfeng Lithium, etc., power battery enterprises including Ningde Times, BYD, Guoxuan Hi Tech, AVIC Lithium, and BYK have all launched a positive market layout in the field of power battery recycling.

However, in the white list of the first batch of power battery recycling enterprises publicized, only 5 enterprises are listed, and it seems that other eligible enterprises have not paid enough attention to the policy. As required, only enterprises in the white list can carry out power battery recycling business. This is also to prevent the non compliant enterprises from dealing with the battery soundly and causing secondary pollution.

In fact, many enterprises have already deployed in the field of power battery.

For example, Ningde Times has cooperated with SAIC, BAIC, Geely, Yutong and other vehicle manufacturers, as well as Hunan Bangpudacheng; Bike battery has achieved the ability to comprehensively handle 20000 end-of-life vehicles and 30000 tons of waste power batteries annually; In addition, Chaowei Group, Guoxuan Hi Tech, AVIC Lithium and other enterprises have set foot in this field.

In terms of vehicle manufacturers, BAIC New Energy, BYD, Yundu New Energy, SAIC, BMW Brilliance and other auto enterprises have also arranged battery recycling business early. This year, BYD, Chang'an and other vehicle and battery enterprises have reached cooperation with China Tower Corporation. Dispose of retired power batteries through cascade utilization. It can be predicted that in recent years, vehicle manufacturers will successively arrange battery recycling business or cooperate with qualified battery recycling enterprises.
