According to reports, the New Hampshire Public Utilities Commission (PUC) recently issued an order to launch the state's first customer site selection battery energy storage plan and usage time rate pilot program.

The plan developed by the New Hampshire Public Utilities Commission (PUC), Liberty Utilities, and other stakeholders will add 1000 new battery storage systems to residential users in the state. Liberty Utilities will install 500 Tesla Powerwall2 battery storage systems, and third-party companies will install an additional 500 battery storage systems. The agreement signed by Liberty Utilities in December 2017 contained a compromise, allowing third-party installation and deployment of energy storage systems.

The agreement stipulates that after installing 200 Powerwall energy storage systems by Liberty Utilities, it can be proven that the energy storage system can reduce peak system demand and will allow third parties to install battery energy storage systems.

Many utility companies seeking to reduce peak demand hope to adopt more battery energy storage systems, while user side energy storage systems can make the power system more flexible and provide grid services. Usually, these projects are not deployed by the utility company itself.
