In August, Samsung SDI resubmitted its application, and this time they were particularly cautious, but they were still caught off guard by the newly introduced "2017 Norms and Conditions". Gong Jingbo told reporters that when the application was submitted, the regulations had not yet come down, so it was not possible to take into account the various requirements in the new regulations. According to market research company SNE, if the "2017 Standard Conditions" are truly implemented, Samsung SDI's current production may not meet the standards. But Samsung SDI is not alone, accompanied by over 100 battery manufacturers. Most of them have shifted their attitude from positive expansion to conservative wait-and-see after the announcement of regulatory conditions. Especially for foreign companies, there have been reports recently that SK Innovation, a subsidiary of Xianjing, has shelved plans to build a battery factory in China due to policy uncertainty. A staff member of Xianjing Group pointed out that "considering the current situation, stopping the establishment of battery factories is the most rational approach". LG Chemical also stated that "we will closely monitor changes in government policies in our country.

But Luo Huanta, Vice President of GGII, told reporters that some opinions will not be implemented for one or two years after they are published. I don't know how long the wait and see of Korean battery manufacturers will last.
