Wang Gang suggested strengthening the binding force of policies and regulations, strictly implementing the main responsibility. Countries and regions with more developed automotive industries such as Europe, America, and Japan have formulated strict environmental regulations in battery recycling, requiring producers to fulfill their recycling responsibilities, and taking incentive measures to encourage consumers to participate in recycling, forming a relatively complete recycling system. China should actively promote legislative work on the comprehensive utilization of power lithium batteries and strengthen top-level design. The existing industry standards cannot cover all aspects of battery recycling, and the research on systematic industry standards has not yet been carried out. As of now, only more than 10 national standards and 14 industry standards have been published in China, mainly focusing on the general requirements and technical specifications for cascade utilization and recycling. However, the standards for various sub sectors still need to be improved, and there is an urgent need to accelerate the construction of a standard system for retired battery recycling.

In response to the hidden dangers of most retired power lithium batteries flowing to informal recycling outlets, Wang Qi suggests further improving the traceability mechanism of power lithium batteries, strengthening standardized management of various outlets, and assigning power lithium battery identification codes. At the same time, establish qualification certification standards for power lithium battery recycling companies, and combine market development needs to add technical specifications and requirements for the recycling and dismantling of new energy vehicles.
