First of all, on behalf of the Ministry of Science and Technology, I would like to extend my heartfelt congratulations on the success of the forum.

In recent years, China's new energy vehicle industry has made great progress and built a relatively complete industrial system. China has become the world's largest producer and seller of new energy vehicles, accounting for more than half of the world's total population, and occupies an important position in the world's new energy field. As an important technological path for sustainable development and strategic transformation of global energy, hydrogen energy has become a hot spot in the field of global energy and transportation. Let me briefly talk about the hydrogen energy vehicles and the innovative development of hydrogen energy:

First, science and technology go first.

The development of new energy vehicles has made remarkable achievements. The Ministry of Science and Technology attaches great importance to the research, development and application of new energy vehicle technology. During the "Ninth Five Year Plan" period, we focused on scientific research institutes and carried out small-scale pre research and exploratory research and development of pure electric vehicles. Since the "Tenth Five Year Plan" period, we have successively launched national scientific research projects, determined the "three vertical and three horizontal" R&D layout, proposed the "pure electric drive" technology development strategy, and focused on breaking through the core technologies such as batteries, motors, and electronic controls. After more than 20 years of scientific and technological research, we have established a research and development system that combines production, teaching and research, and integrates large, medium and small enterprises. The industrial chain from finished vehicles to parts has basically formed, and the transformation and upgrading speed has also accelerated. Leading backbone enterprises and some emerging enterprises are accelerating to form.

Hydrogen fuel cell technology is a strategic choice for China's future energy technology. Through the organization and implementation of science and technology in several consecutive countries, China's hydrogen fuel cell technology has made a series of breakthroughs in key technologies, fostered a number of enterprises engaged in the research and development of fuel cells and key components, initially formed a research and development system covering hydrogen production, hydrogen storage, hydrogen security and fuel cell technology, and has made progress in distributed energy, backup power supply for communication base stations Successful experience has been gained in fuel cell vehicles, rail transit auxiliary power supply and commercial demonstration applications. Yesterday, I also visited Yihuatong's production base in Zhangjiakou, and felt the great development of this enterprise. The product upgrading from generation to generation is really obvious.

Second, China's new energy vehicles face weaknesses.

Despite the remarkable achievements, there are still some technical weaknesses in some key core technologies, facing severe challenges. First, there is still a lack of original technological breakthroughs in the field of power batteries. In terms of electric drive system, high-speed bearings, IGBT, control chips and other basic components still rely on imports, and the third generation semiconductor has a large gap with developed countries. Second, in terms of fuel cell system, the level of stack is not world-class. Proton exchange membranes, high-pressure gas cylinders, air compressors, etc. are still relatively backward and need to be imported; The hydrogenation infrastructure is still insufficient, which restricts the demonstration and validation of fuel cells. Third, in terms of automatic driving technology, China is still in the stage of following up, and there is a significant gap compared with the advanced level abroad. Perception systems and sensing systems such as laser special and micro wave special still rely on imports, and there is still a significant gap between multi-sensor fusion technology, control decision-making system, software and hardware and operating system, and cloud computing platform technology.

Third, the next step.

The Ministry of Science and Technology will further refine scientific issues and common cutting-edge technical issues, pool scientific and technological resources, and strive to increase support for basic forward-looking technology research and development. It should not only make up for weaknesses, but also maintain strategic focus and strategic adherence, play a good role in leading and supporting science and technology, and strengthen the leadership of hydrogen and renewable energy innovation.

The next step focuses on the following aspects:

First, strengthen collaborative innovation and top-level design. The Ministry of Science and Technology will strengthen communication with the Ministry of Finance, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the National Energy Administration, the National Standards Commission and other departments, and cooperate in policies, regulations, standards and other aspects to eliminate obstacles. As President Chen Qingtai said just now, we should create a good ecology to guide and drive the development of the entire industry.

Second, continue to tackle key core technologies of hydrogen fuel cells. The key special project of hydrogen and renewable energy led by the Ministry of Science and Technology, the project application guide for 2019, is now being studied by the expert group. The hydrogen part will focus on the research and development of core key technologies such as membrane electrodes, bipolar plates, high-pressure hydrogen storage bottles, superchargers, hydrogen production, hydrogen storage, etc., to make up for weaknesses, strengthen capabilities, make technological breakthroughs as soon as possible, and improve independent research and development and supporting capabilities

Third, encourage leading enterprises to actively promote fuel cell engineering and infrastructure construction to innovate organizational methods. Further mobilize the enthusiasm of enterprises, support leading enterprises to increase investment, make full use of domestic and foreign superior resources, strengthen the engineering level of fuel cell vehicle power system and the whole vehicle, form a series of product development capabilities and product production capabilities for different types, different powers and different use environments, and form an industrialization capability with independent core technologies.

Fourth, we should expand the application scope of hydrogen fuel cells and explore a hydrogen based sustainable energy supply system. We have also deployed smart grids, which are mainly complementary to multiple energy sources. Hydrogen energy can be used as a very important mediation technology, and hydrogen energy is also an energy storage technology, which will play a key role in all kinds of energy sources.

As we all know, for a long time, the United States, Japan, the European Union and other countries have provided long-term, stable and efficient support for the research, development, demonstration and market cultivation of hydrogen and fuel cell technologies. International hydrogen and fuel cell technologies have also made great progress. In particular, international automobile enterprises represented by Toyota and Hyundai have launched fuel cell vehicle products, and the competition in the fuel cell vehicle industry is becoming increasingly fierce. At present, the hydrogen fuel cell industry in our country is also in the period of rapid development of survival of the fittest. We also hope that the fragmented and not concentrated industries can be driven by leading enterprises to rapidly grow up, not only with technology, but also with engineering and industrialization to form certain products.

The Ministry of Science and Technology will, as always, promote the R&D and industrialization process of new energy and new energy technologies, guide and support industrial transformation and upgrading.
