In fact, from March 1, the Industrial Norms and Conditions for the Comprehensive Utilization of Waste and Used Power Batteries for New Energy Vehicles (hereinafter referred to as the Norms and Conditions) officially came into force. According to the Specification Conditions, it is required to comprehensively judge whether the waste power batteries meet the requirements of cascade utilization according to the capacity, charging and discharging characteristics, safety assessment and other actual conditions, and classify and re utilize the qualified waste power batteries, such as UPS power supply, mobile base station and other energy storage and energy backup fields, to improve the economic benefits of comprehensive utilization.

Based on this, for the treatment of the first batch of retired batteries, Beijing is currently considering pollution-free recycling treatment, or continue to use them as mobile power packs.

In terms of specific implementation, Jia Xinguang, executive director of China Automobile Circulation Association, said that the recycling system of power lithium batteries should strengthen the research on testing and evaluation technologies and standards such as the quality, performance identification and grading of retired batteries, and formulate relevant standards to promote the cascade utilization.

Aim at recycling

From the perspective of the new energy vehicle market situation, Ouyang Minggao, the executive vice chairman of the China Electric Vehicle Hundred Talents Association, once said that the power lithium batteries of new energy vehicles in the first half of this year were in short supply. It is understood that the power battery contains lithium and cobalt rare metals. Taking the ternary lithium battery commonly used in pure electric passenger vehicles as an example, the amount of cobalt used in a 30 kilowatt hour car reaches several kilograms. At present, the domestic output of cobalt ore cannot meet the domestic demand, and half of it depends on imports.

Based on this, Ouyang Minggao proposed that the power lithium battery must be used in echelon and recycled.

In addition to the recycling of rare metals, there are also some application fields of waste power batteries. According to relevant international experience, the cascade utilization of power lithium batteries is important for household energy storage, new energy distributed generation energy storage, communication base stations, etc.

According to Jia Xinguang's analysis, applications in these fields have low requirements on energy density, but relatively strict requirements on cycle life and price. Multiple costs such as battery recycling, conversion and transportation need to be considered. The actual recycling value of used batteries for vehicles will be less than 10% of the cost of new batteries, which can meet the requirements of energy storage in terms of price.

Obviously, the promotion of power lithium battery in the energy storage field not only opens up another blue ocean in the battery industry, but also provides support for the growing market space of new energy vehicles.

The two sides planned to jointly invest in the construction of energy storage power stations and photovoltaic power station demonstration stations. At present, China's relevant policies have clearly pointed out that the main body of power lithium battery recycling is car enterprises, but in fact, many car enterprises will still entrust specific work to power lithium battery manufacturers after receiving the task. Yang Qi, marketing director of CATL New Energy Technology Co., Ltd. (CATL for short), explained that the power lithium battery system is a high-voltage system, and the characteristics of the lithium battery determine that it cannot achieve 100% venting, so the retired lithium battery is still charged. If these charged retired batteries are handed over to non professionals, the risk factor of recycling will be increased. Therefore, it will be more stable to hand over the recycling of power lithium batteries to professional battery companies.

For how to reuse the retired power lithium battery, CATL has been making breakthroughs in the battery cycle life. At present, it has developed a battery with a cycle life four times higher than the industry standard. This power lithium battery can be used as an energy storage battery after retirement. With the second level of utilization, the theoretical life can reach 20 years.

Not only CATL, Hefei Guoxuan High tech Power Energy Co., Ltd. (hereinafter referred to as Guoxuan High tech) launched the demonstration project of cascade utilization of power lithium batteries in 2014. A solar photovoltaic megawatt energy storage power station is set up in the company's factory, which solves the problem of battery cascade utilization after the first batch of batteries on the electric bus are retired.

Of course, considering the cost investment of technology, equipment, transportation, talents, etc., many battery manufacturers are amazed by the recycling project of power lithium batteries.

Fang Jianhua, the director and general manager of Guoxuan Hi Tech, advocates to stick together. He suggested that car enterprises and battery manufacturers, battery manufacturers and battery manufacturers, and even battery manufacturers and charging equipment companies should effectively connect to build a healthy industrial ecology.

Under the condition that the business model is not clear, the current different vehicle enterprise routes, battery specifications and battery evaluation requirements also bring difficulties to the cascade utilization of power lithium batteries. Similarly, at the technical level, we should also focus on breaking through the efficiency of recycling and the environmental protection of recycling processes.

In general, the recycling system of power lithium battery is a complex project. Once the system is completed, the new energy vehicle industry chain will form a complete closed loop, and the industrialization scale of new energy vehicles will be further expanded.
