The International Environmental Protection Organization Greenpeace and the China Environmental Protection Federation jointly released the "Endurance for Resources: 2030 Research Report on the Potential of New Energy Vehicle Battery Recycling Economy" in October. According to the estimation of the report team, by 2030, the global lithium battery for passenger electric vehicles will face a large-scale retirement of 463kWh of total power. If the retired battery is used in echelon, it can almost cover the global demand for energy storage, The total value will reach 100 billion yuan, about 25 times that of 2019.

The Report points out that in 2025, about 32GWh of retired batteries of new energy vehicles on the market in China will be available for cascade utilization, which is enough to cover the backup power demand of 5G communication base stations nationwide.

The Report also pointed out that the development of sustainable business models is also the key to the development of lithium battery cascade utilization. At present, the relatively mature model in the world is the application of retired batteries in the field of energy storage led by automobile companies. The relatively mature model in China's market is the recycling of retired commercial vehicle batteries led by China's iron tower company, State Grid and other state-owned companies.

In fact, China's goal of developing lithium battery cascade utilization has been clear, and several policy supports have been announced.

In January of this year, the Ministry of Industry and Information Technology announced the Industrial Norms and Conditions for the Comprehensive Utilization of Waste and Used Power Batteries of New Energy Vehicles (2019 Version) and the Interim Measures for the Administration of the Industrial Norms for the Comprehensive Utilization of Waste and Used Power Batteries of New Energy Vehicles (2019 Version), encouraging the comprehensive utilization companies engaged in the cascade utilization to carry out the cascade utilization of power lithium batteries in the fields of base station reserve, energy storage, charging and replacement, and improving the comprehensive economic benefits of batteries.

The Department of Energy Conservation and Comprehensive Utilization of the Ministry of Industry and Information Technology also organized the preparation of the Administrative Measures for the Cascade Utilization of the Power Battery of New Energy Vehicles, and submitted the draft to the public for comments in October this year.

In addition, we should encourage the cooperation between the companies of cascade utilization and the companies of new energy vehicle production, power battery production and scrapped vehicle recycling and dismantling, strengthen the information sharing, utilize the existing recycling channels, and efficiently recycle the waste power battery for cascade utilization.

On November 2, the General Office of the State Council issued the new energy vehicle industry development plan (2021-2035) (hereinafter referred to as the plan). The plan mentioned that the recycling system of lithium battery recycling, cascade utilization and recycling should be improved, and common recycling channels should be encouraged. Establish and improve the management system of power lithium battery transportation, storage, maintenance, safety inspection, retirement, recycling and other links, and strengthen the supervision of the whole life cycle.

It can be seen that it is of great significance to realize the standardization of power lithium battery and cascade utilization.

We all know that cascade utilization and recycling are important links in the treatment of retired batteries. The cascade utilization of power lithium battery is of great significance in resource safety, energy conservation and environmental protection, extension of industrial chain, and economic benefits.

It is worth noting that due to the different service and service time of batteries, production process and design ideas, the types of retired power lithium batteries are also different.

These differences have brought many inconveniences to the recycling and disassembly of power lithium batteries. For example, there will be great potential safety hazards and environmental damage. Third, strengthen technology research and development. Technology is the first productive force. Efficient retired battery health status identification technology reduces the speed and difficulty of data identification, thus reducing the cost of the whole cascade utilization.
