In order to strengthen the safety of special transportation of lithium-ion batteries in passenger luggage, the Civil Aviation Administration and the East China Regional Administration of Civil Aviation issued the Notice on Strengthening the Safety of Special Transportation of Li-ion Batteries in Passenger Luggage, requiring the relevant departments of civil aviation to further improve the safety of transportation management of lithium-ion batteries in passenger luggage, It shall be implemented in accordance with the following provisions of ICAO Technical Rules for Safe Special Transport of Dangerous Goods.

1. If the rated energy of lithium-ion battery is more than 100Wh but not more than 160Wh, the "100Wh-160Wh lithium-ion battery declaration and release form" shall be filled in

2. Each passenger can carry one lithium-ion battery or battery pack with rated energy below 100Wh, and no more than two spare batteries are allowed to be checked.

3. The rechargeable battery should be used as a backup lithium-ion battery. It is strictly prohibited to put it into checked baggage. As for the power bank with start switch, passengers should ensure that it is always closed during flight and should not use it during flight.

4. Lithium ion batteries or battery packs with rated energy greater than 160Wh are not allowed to enter the special equipment.

5. For lithium ion batteries without rated capacity identification, they can only be released after a written certificate of approval for transportation is issued by the executive special company.

6. The measurement standard of the charging bank is the same as that of the lithium-ion battery. The calculation formula is: Wh (watt-hour)=V (rated voltage) × Rated capacity (Ah)

If only milliampere-hour (mAh) is marked on the lithium-ion battery, the value can be divided by 1000 to obtain ampere-hour.

Precautions for carrying lithium ion batteries

● Please carry or ship the lithium-ion battery in the equipment - that is the safest place.

● Use lithium-ion batteries purchased from regular channels.

● Please separate the spare lithium ion battery from metal products, such as coins, keys, jewelry, etc. Or put each battery in a separate plastic bag or protective box.

● Be careful not to crush or puncture the lithium-ion battery, or exert high pressure on the lithium-ion battery.

● Do not take damaged lithium-ion batteries, recalled lithium-ion batteries or equipment with such lithium-ion batteries onto the aircraft.

● Prevent laptop or other equipment from falling.

● If the specification of lithium-ion battery or standby lithium-ion battery in the equipment is more than 100Wh, but not more than 160Wh, it shall be reported to the special company and approved by the special company before boarding. Only two spare batteries of this specification can be carried.

● Please turn off the power supply of the lithium ion battery equipment you carry during the flight, and pay attention to prevent the equipment from starting accidentally; Appropriate measures such as independent packaging shall be taken to protect the electrode of single standby battery to prevent self-explosion and spontaneous combustion caused by friction, collision and short circuit.
