CATL, as the leader of domestic and even global power lithium-ion batteries, can be described as "pulling the trigger and moving the whole body" in the industry, and its trend also affects the hearts of all parties. This time CATL has turned its attention to Shanghai, which is not just about building a factory.

On August 18th, the Shanghai Municipal People's Government and CATL New Energy Technology Co., Ltd. signed a strategic cooperation framework agreement. According to the agreement, CATL will establish related projects in Shanghai, including the Global Innovation Center, International Functional Headquarters, Future Energy Research Institute, and high-end manufacturing base.

As of now, CATL has established six major production bases globally, including domestic bases in Ningde, Fujian, Liyang, Jiangsu, Yibin, Sichuan, Xining, Qinghai, Zhaoqing, Guangdong, and foreign German factories, with a total planned production capacity of over 500GWh. Combined with the new factory to be established in Shanghai Lingang, CATL's global production base layout will increase to 7.

Gathering of high-level, sophisticated and cutting-edge talents

CATL has always regarded innovation as its core competitiveness, and from 2015 to 2020, CATL invested over 11 billion yuan in research and development. As of the end of 2020, we have 5592 R&D personnel, nearly 7000 patents, and have led and participated in the formulation or revision of over 50 domestic and international standards. In addition to having global leading technologies in lithium and sodium ion batteries, we also extensively deploy cutting-edge battery technologies such as solid-state batteries and noble metal free batteries. The research on these patents naturally requires talents, especially high-level talents.

Not only that, Shanghai also has unparalleled resource, environmental, and policy advantages in talent, technology, manufacturing, finance, exports, and even policies compared to other cities.

With regard to the landing of the new headquarters in Shanghai, Zeng Yuqun, chairman of CATL, said: "Shanghai has concentrated resource elements, gathered various talents, and has broad market prospects. CATL will fully rely on Shanghai's advantages to increase scientific and technological innovation and business development, and promote the rapid development of new energy vehicles."

It can be seen that CATL has settled several major functions of technological innovation, cutting-edge research and development, high-end manufacturing, and internationalization, including the Global Innovation Center, Future Energy Research Institute, high-end manufacturing base, and international functional headquarters, in Shanghai, aiming to take advantage of Shanghai's unique advantages.

CATL Future Energy Research Institute will collaborate with Shanghai Jiao Tong University, with the goal of building a national laboratory, focusing on creating a cutting-edge platform that combines "scientific research innovation" and "talent cultivation", and tackling a batch of forward-looking technologies in the field of new energy for the future.

The most important point is that if a company in the field of new energy vehicles engages in the core product (technology) business in key areas such as integrated circuits and artificial intelligence within the Shanghai Lingang New Area, and carries out substantive production or research and development activities, the company income tax will be levied at a reduced rate of 15% within 5 years from the date of establishment.

In addition, thanks to the rapid development of China's new energy vehicle and power lithium battery industries, upstream lithium battery materials and equipment companies have grown rapidly, and their business and production scale have continued to expand. Shanghai is gradually becoming the center of the global battery industry chain.

The attractiveness of the market, coupled with the broad industrial prospects, has made the addition of CATL inevitable.

Bilin TSLA

If CATL chooses to settle its global innovation center and future energy research in Minhang, focusing on the universities and talent resources in the area, then the location of its high-end manufacturing base undoubtedly needs to prioritize the location of its major customer TSLA factory, which is located near the port.

In fact, as early as early June this year, insiders revealed that CATL was in talks with the Shanghai government to build a new battery factory with an annual production capacity of 80GWh cells in Shanghai. However, it is not yet clear when a final agreement will be reached. At that time, CATL stated that it would not comment on the news. Nowadays, not commenting means not denying, and not denying means acquiescence.

Yuan Guohua, Deputy Secretary of the Party Working Committee of the Lingang New Area of the Shanghai Pilot Free Trade Zone, recently stated to the public, "By the end of this year, the localization rate of TSLA Shanghai Super Factory will reach around 90%, and it is expected that the factory's annual production this year will reach 450000 vehicles

In February 2020, CATL and TSLA signed an agreement to supply lithium-ion power lithium battery products to TSLA from July 2020 to June 2022. In June of this year, both parties signed a new contract, and CATL will continue to supply TSLA from January 2022 to December 2025.
