Low speed electric vehicles mainly refer to three or four wheel electric power trains with low driving speed, short range, and low technical level of key components such as batteries and motors, used for carrying passengers or goods, including elderly commuting vehicles.

In recent years, due to the low selling price brought about by low cost, which meets the short-term needs of the general public, China's low-speed electric vehicle production and market scale have expanded disorderly. The number of production enterprises has exceeded 100, and the production and sales scale has exceeded one million vehicles. The disorderly production and use of low-speed electric vehicles have brought a series of problems to society. Most low-speed electric vehicle products do not meet the current requirements of motor vehicle safety technical standards, production enterprises do not have motor vehicle production qualifications, and vehicles go on the road without license plates, certificates, and insurance, seriously violating the relevant provisions of current laws and regulations, and causing serious impacts on road traffic safety and traffic order. According to statistics from relevant departments in 2017, there have been 830000 low-speed electric vehicle traffic accidents in China in the past five years, resulting in 18000 deaths and 186000 injuries. The number of accidents and deaths caused by low-speed electric vehicles has been increasing year by year, with an average annual growth of 23.3% and 30.9% in the past three years, respectively.
