Secondly, it is strictly prohibited to increase the production capacity of low-speed electric vehicles. Require local governments to strictly implement national laws and regulations on the production and sales of motor vehicles, stop formulating and issuing policies to encourage the development of low-speed electric vehicles, stop formulating and issuing admission conditions for low-speed electric vehicles, stop approving or filing investment projects for low-speed electric vehicles, stop building new low-speed electric vehicle enterprises, expanding production plants and other infrastructure projects, and stop adding new low-speed electric vehicle models; Regions that have formulated and issued relevant policies should immediately stop implementing them, and projects under construction should be immediately corrected to ensure that the production capacity of low-speed electric vehicles does not increase.

The third is to establish a long-term regulatory mechanism. Provincial governments should formulate disposal measures for low-speed electric vehicles in use based on the specific situation in their respective regions, study and set up a certain period of transition, and accelerate the elimination of illegal low-speed electric vehicle products in use through methods such as replacement, repurchase, and encouragement of scrapping. Relevant departments should accelerate the research and development of follow-up relevant policy measures, establish inter ministerial, local, and joint supervision mechanisms, develop assessment and evaluation methods, commend regions and departments that have achieved significant results in implementing the requirements, notify and criticize those who have not done their work effectively, and hold accountable those who have not done so.

In addition, low-speed electric vehicles generally use lead-acid batteries, and lead-acid batteries cause significant environmental pollution during the recycling and smelting processes, which can easily cause lead pollution and endanger human health. With the strengthening of national regulatory efforts, some low-speed electric vehicle enterprises are gradually adopting lithium batteries as their power source, and their production costs will also significantly increase.
